In 2027, PLN 471.3 billion is earmarked for retirement pensions and annuities, just under 88% of all costs of the Social Insurance Fund (FUS). The average monthly number of retirees and pensioners will exceed 8.7 million, or 113,000 more than in 2026, the Social Insurance Institution (ZUS) announced Monday.
ZUS presented the financial plan of the Social Insurance Fund (FUS) for 2027. It projects PLN 539 billion in revenue and PLN 537.2 billion in costs.
The plan shows that Social Security contributions will remain the main source of FUS revenue. In 2027, they are expected to total PLN 428.8 billion, or PLN 24.6 billion more than in 2026.
The plan also includes PLN 91.7 billion in subsidies from the state budget and PLN 15.4 billion in transfers from open pension funds (OFE), stemming from the so-called safety slider.
In 2027, PLN 471.3 billion is earmarked for retirement pensions and annuities, just under 88% of all FUS costs. The average monthly number of retirees and pensioners will exceed 8.7 million, which is 113,000 higher than in 2026. The average monthly retirement pension or annuity will come to nearly PLN 4,530, or 6.2% more than a year earlier.
ZUS explained that the increase in spending will be driven by the indexation of benefits, a larger number of beneficiaries and a change in the rules for paying the widow’s pension. The forecast assumes an indexation rate of 103.96%. In 2027, the second component of the widow’s pension will also rise, from 15% to 25% of the second benefit.
PLN 50.5 billion has been planned for other FUS benefits. Nearly half of that amount will go toward sickness benefit payments.
FUS also finances the operations of the Social Insurance Institution. In 2027, the allocation for that purpose will be PLN 6.7 billion, or 1.25% of all FUS spending. ZUS noted that this is the lowest share of the fund’s spending in more than a dozen years.
The plan also includes nearly PLN 5 billion for the Demographic Reserve Fund, as well as funds for preventive activities. PLN 436 million is earmarked for disability prevention, which includes medical rehabilitation, among other things. PLN 188 million is to be spent on workplace accident prevention.
Forecasts indicate that FUS’s financial situation will remain stable in 2027. According to the Finance Ministry’s assumptions, the Polish economy will grow by 3% and inflation will reach 2.8%. Employment will remain at a level similar to 2026, while the average wage will be 5.9% higher.
Revenue from contributions is expected to increase by 6.1% compared with 2026. Spending on retirement pensions and annuities will rise by 7.6%. Contributions will cover 79.8% of FUS costs.
ZUS stressed that the remainder will be covered primarily by the state budget subsidy, which will guarantee the timely payment of benefits. (PAP)
